How It Works

Parent Empowerment = Student Success

The Model is designed to: 


  • Actively prepare youth for postsecondary success and life through parent engagement;
  • Effectively engage parents in their child's learning and development;
  • Empower parents with the information they need to understand, set, and support high realistic expectations for their child's cognitive and noncognitive development; and
  • Establish a comprehensive parent engagement model and education policy to ensure all parents receive the information, resources, strategies, and services they need to actively support their child's development.


The Model defines a structure to provide all parents of children ages 0-18 the following: 


  • Comprehensive summaries of the prerequisite skills that children need to master at each college and career readiness milestone;
  • Access to research-based information, resources, strategies, and guidance from child development professionals;
  • Periodic evaluations of their child's progress towards meeting age-appropriate cognitive and noncognitive milestones; and
  • Targeted guidance based on these evaluations to ensure a child meets or exceeds expected milestones.

The Program for Success

The development, implementation, and maintenance of The Model will require legislation and policies, partnerships, professional development, and an accountability and evaluation system. 


For this reason, the Programs of Study Design Framework developed by the U.S. Department of Education's Office of Career, Technical and Adult Education (OCTAE) should serve to guide the development and establish this model.

Establishing a National Parent Platform

supporting parents

Parent Information and Resource Platform

The Model relies heavily on establishing a National Parent Platform.  The platform will provide parents and expectant parents direct access to nationally accredited child development research, parenting information and guidance as well as other related resources.  This is especially important for parents of young children who currently do not have a readily available and endorsed source of information they can trust during the most critical stage of their child's development.  

Secure Parent Portal

  • Parents will establish secure access, through the National Parent Platform, to all of their children's developmental and school performance evaluations.
  • The parent portal will establish two-way communication between parents and local/regional educational institutions as well as community services. 
  • Parents' immediate needs will be supported by a local live web chat and call center service.

The U.S. Has the Capacity to Build The Model

  • The U.S. currently leads the world in education research and has the expertise necessary to develop the content required for the National Parent Platform and Portal.
  • The United States has student data systems in place and the technology needed to support the development of the National Parent Platform including the Secure Parent Portal.
  • As in other industries, the United States leads in educational innovation and has a well-established culture of introducing new ideas and practices in the pursuit of school improvement.
  • The U.S. has sufficient public education funds to create The Model.
  • We have bipartisan support for education policy focused on: whole-child development, early learning, strengthening and supporting family engagement, and encouraging community partnerships through cradle-to-career initiatives.  
  • The American Academy of Pediatrics recommends periodic administration of standardized developmental screening instruments during well-child visits.

What Will Be Required of Us?

  • The capacity to envision and embrace a system that will prepare, support and allow parents to assume their rightful place in their child's education and
  • The willingness to work together to ensure all parents have direct access to the accredited information they need to support their children's efforts to reach their full potential.
